Since it was first announced as a brave new venture into Toronto public housing in 1947, Regent Park has been the site of many experiments and the repository of many dashed hopes. In his award-winning, five-years-in-the-making, deep-immersion documentary The Stairs, filmmaker Hugh Gibson explores another frontier being opened up in one of the city’s most notorious and culturally diverse neighbourhoods: the campaign to introduce harm reduction as a legitimate recovery strategy for addicts and users. It is not an easy sell: funding for recovery programs is scarce enough as it is, and the concept behind harm reduction — that it’s an ultimately more reasonable and feasible means of staying alive — is anathema to many people who think total abstinence is the only ticket to recovery. At the centre of this controversy, and invested deeply both personally and professionally, are the workers and counsellors who not only teach but practice harm reduction. This portrait of these front-line workers in the struggle to keep users alive and accountable is compelling, eye-opening, raw and essential. This is Toronto in the twenty-first century, and the future is still being written. - Geoff Pevere.
