Cannot open a tiddler from another application

You need to add "file:///" to make it a valid URL reference, e.g.:

file:///T:/tiddlywiki.html/#open:MainMenu

Note also that "open:" is the default action if none is specified, so
you can shorten the URL a bit:

file:///T:/tiddlywiki.html/#MainMenu
