Don't know what "Quake-like" means but guess you are right about the
compatibility. My vision is about controlling TW via keyboard and
doing it Vi style.

Ditto.
I'm just a bit concerned that the command mode might be too arcane to be
attractive for regular users... !?

Quake-like essentially means there's a multi-line pane at the top:

That's somewhat different from Ex's single line at the bottom, but
probably more useful in this context.
However, it's not unlikely that this could be optional, with the output
buffer appearing on top of a command line at the bottom when necessary.
