I set the backup directory in "Advanced Options" to:
/tmp/tw-backup
but the starting "/" is being ignored.

Is this a bug or a feature?

And if the latter, how do I work around it? (I tried ~/../../tmp/tw-backup
as a workaround, but that also didn't work.)

I'm afraid we'll need some details on this; OS, browser and TiddlyWiki
version, plugins etc.*

Generally speaking, chances are that this is a browser-level security
restriction, allowing you to access only files/folders within the
current working directory.
There is no reasonable way for TiddlyWiki to work around this, nor
should there be.
However, your example suggests that you're on a *nix machine - in that
case, you could probably create a symlink from the respective TiddlyWiki
document's directory to the backups dir, using a relative path to access
the latter.

OS: Kubuntu amd64 hardy, fully up-to-date
Browser: FF 3.0.3
Tiddlywiki version: I just downloaded it from www.tiddlywiki.com, so it's
whatever the current version is
Plugins: none

I guess you're right now that I think about it; but perhaps there should be
some kind of error message? The lack of such a message is (I think) what
caused me not to engage my brain and deduce that this would be a bad idea.
