I finally gave in and picked up one of those white business cards with Kevin Perelman Project written on it which is often scattered all over warner center.  

Apparently this man lives in the condo's next to the Met (on Burbank Blvd between Owensmouth and Juliana Pl) and just from glancing through this site, he 

appears to have a mental illness (which he denies in extensive detail of each incident where people are out to get him)  Pictures of people, cars, business, surveillance video's etc. are all posted here.

Please don't waste your time reading this and just be careful when you are out walking the area.  I will not post his website but will post his picture.

I am not saying that he is dangerous or he has done anything wrong, but just take extra caution and you should not have any problems.

If you walk around the warner center, especially on Juliana Pl. You'll see his white business cards scattered all over the street.  They mentioned him in the HOA meeting about how he's already been fined by the city for littering but it hasn't stopped him from throwing his cards everywhere.  I always refused to grab it because clearly that is what he is trying to do. Anyway just stay away if you see him.  I have reposted his picture on this thread.

As far as him throwing possible dog food .... I don't think that is a crime... Maybe he saw a "stray" cat / dog and was making sure it had some food...  We should still report this littering problem if anyone can catch him in the act.  

Tiarra did say that he has already been fined the maximum fine (I think $3000?) but clearly that hasn't stopped him from continuing.  Anyone know what car he drives?

He doesn't appear to be dangerous unless you confront him and your added to his "target" list! Just be careful.

I live in the met and am VERY familiar with this entire situation. This person is CRAZY! He throws his cards, bottles, glow sticks, cd's newspapers, and trash all over Juliana and burbank. I have contacted the HOA and not sure what has been done. Our security knows who he is but supposedly cannot do anything. His website has pictures of regular people like you and me who simply are walking around the neighborhood they live in and he takes pictures of people, police, kids, etc. A lot of this information is on his twitter account as well. He drives a dark blue jaguar convertible and also a gray nissan versa and if you drive by them at night, he has blue lights in the front dash board. I dont know what else can be done but it really sucks to drive home to this EVERY NIGHT!!! Tonight he trashed the street between 6pm and 8pm. ANY IDEAS???

Hi Yuka!  I was at PetSmart yesterday and his cards were all over the entrance to PetSmart (in the driveway).  I didn't see him inside, but maybe PetSmart should be warned too.

The only thing that bothers me about him is the amount of littering that he is doing.  The spreading of cat food, I'm going to assume he is feeding some stray cats he saw on the streets.  He calls our complex the woodland hills metro complex (bldg 17 is featured) He has a thing with things being placed in multiples. (on Juliana next to bldg 17, a moped or motorcycle was parked near one another, 2 Volkswagens were parked next to each other etc). From reading the "about" page, it said he tried to get help years ago but all the professionals wanted to do was stamp him mentally ill. I feel bad for him that he feels everyone is out to get him or to kill him as he has written.  I think delusions and hallucinations are symptoms of schizophrenia.  Report his crime but best to not approach this man.

I went through middle school and high school and stayed friends with him until about 12 years ago. He was my best friend up until that time. Do not approach Kevin! Do not confront him. Call the police ASAP! I am Michael Huntley, and I currently have the unfortunate pleasure to be his #1 attraction at this time. Please note every infraction Kevin does to officer Dinse so Kevin can be incarcerated. There he can receive medication and maybe, maybe, some kind of productive life.

He just recently trammeled Starbucks at Topanga and Dumetz. They are aware of him and will take appropriate action.

Hi all. I spoke with a psychiatrist with 25+ years experience dealing with paranoid schizophrenics. He reviewed Perelman's blog as well as his twitter account. His professional opinion is Perelman is close to becoming violent. To quote, "He is a loaded cannon, cocked and ready to blow."

I was advised to take precautions: do not park on the street. Stay in well lit areas. Travel with companions if possible. Immediately leave the area he is in because he WILL confront you.

He also had a question, does Perelman have tinsel or other shiny material around his windows and doors? Frankly, I don't want to go anywhe near his place!

I've printed out his image and am handing it out this afternoon to all the local stores at Topanga/Dumetz with officer Dinse's contact info.

I drove by him the other day and he was pacing and ranting.... There was no one there but him.  It definitely concerns me because if someone "is" within range of him physically and he's in one of his episodes.... There is a video camera in the gym.  If the person who saw this man in the gym on a specific day and time can report this to the HOA, they should be able to look at the video tapes.  If they see him, this would be trespassing.

WOW... I am so sad to read this about Kevin. I too have known Kevin for a very long time; howeveer, haven't spoke to him in maybe 4 or 5 years or so. Our last conversation with each other wasn't very pleasant so I am sure that I am listed somewhere in his story. I read some of it but, too lengthy to read it all. By the way, to the person who has a friend that diagnosed Kevin with Paranoid Schizophrenia, was probably merely giving his professional opinion based on his experience in this field because Kevin has in fact been diagnosed with this condition. The problem is, Kevin believes that the world is on a mission collecting his conversations in some sort of "Smear Campaign" to end his life. The professionals that tried to treat him would soon become part of this mob and he would quit taking his medications and thats when the dillusions would kick in. It's obviously got way worse. I would spend countless hours talking to him about this and i too would tell him that it was all in his head that he was imagining it because I never knew anyone with this disease and didn't know what to tell him but the truth, that it was in his head. It started out with groups of people that would dange their keys, whistle or snap their fingers in front of him. But it is far worse than that now. I don't know what he is capable of doing. I do know that he needs help NOW. Kevin comes from a fairly wealthy family (also part of the mob) that can and I am sure more than willing to pay for him to get professional help.

I realize from what I have read that Kevin appears to be a walking ticking time bomb about to snap so please be careful and when you do see him and he is doing something wrong, please don't exaggerate the issue just to get the authorities their faster. Police have enough on their plate dealing with hardcore criminals and wouldn't think twice to protect themselves if need be dealing with someone they believe to be a danger to themselves, society or himself. Kevin needs professional in-patient help and hopeully can overcome this with proper treatment and monitoring his medications.

Hi Patty, it's Michael. Doc P and his mom know what's going on. He attends some of Kevin's therapy sessions. Kevin's therapist clearly doesn't know about the blog, and I suspect his dad doesn't either. The office is very aware of his mental state, and some are in fear. Several years ago I called Fernanda and she was terrified to talk to me on her cell phone lest Kevin find out!

Needless to say, Tim, Paul, Tom, and I have taken "precautions" to ensure our personal and family safety.

I hear you. I actually am surprised that I am not on his list.  My last conversation with Kevin were pretty ugly.  From what I understand, Dr. P is still in denial over all of this.  Anyway, it makes me so sad that he is going through all of this.  It must be so horrifying to live in paranoia like he does.  I am just so worried that someone is going to hurt him.  I will keep praying for him everyday that he gets better.  Hope you're doing well.  Tell Tim I said hello next time you talk to him.  Take care

Unfortunately Kevin is not receiving any care. He is very much focused on The Met after his most recent psychotic break. He believes he is being targeted by the residents of the Met in addition to Keyes Auto. He had a nasty face-to-face at his complex but seems to have directed his attention at your facility.

I recommend general caution.

I'm 20 and live in building 9 at The Met with my mom and younger brother. As I was sitting on the patio, which faces Owensmouth, I saw Kevin in his car following a man and his wife and children, while videotaping them all. The man was yelling, "If you ever take photos of my wife again...", but Kevin continued filming. He even went as far as turning back around on the cul de sac to catch back up with the family. This only prompted the man to yell at Kevin through his car again.

My mom used to walk around Warner Center park as a means of relaxation but stopped in 2012 due to her feeling uncomfortable with him following people around the park. 

He's become much more forward in confronting people and it's only a matter of time before something dangerous happens.

I was just watering plants on my balcony and saw this fellow taking pictures of my neighbors' balconies, and one of me on mine for all I know. Just weird and creepy.

I just wonder if local law officers have ever searched his home for weapons.  I'm not sure if he is capable of violence, but an apartment search would have prevented the senseless violence recently in Santa Barbara...

I live in the general area and pass by the areas you named on a semi daily basis. I am very sympathetic to mentally ill people, but also believe in treatment.This creature is terrorizing this neighborhood. He puts his cards on his belt and discreetly either puts them on cars or spreads them all over the ground. Littering is the least of the problem of this area. he has glued mail boxes shut, gotten into verbal arguments. if you go to google and images you will see how many pictures, many private ones even he has taken. In front of me he took a picture of a car, just parked on the street, I was even more baffled than before and I think he picked up on it so he sat in his car until I passed him after he got to his and ten he proceeded to take pictures of my car. I made a u-turn to confront him he sped away. I came back to the area he was still circling the street and again vanished as soon as he saw my car. does anyone know of a way, a petition, etc...to get him help and off the street. He needs a psych ward but how we convince the police?? There are even pictures on google incriminating himself too.

I have been following this thread for a few years now and this has got to stop. 

This latest one, who's "very sympathetic to mentally ill people" and then goes on to call him a "creature."  The man does not need a psych ward, he needs to be left alone.  How long has this thread been going on and the only time someone gets into an altercation is when they approach him in an attempt to understand.  It is obvious he is mentally ill, his websites and postings make that clear, but LEAVE HIM ALONE.  

Is his picture taking doing anything besides annoy you?  We all preach to young children to "turn the other cheek" and "stick and stones.."so lets do that and let the guy who is not completely stable do what he does to keep his mind occupied.  Let's make it "sticks, stones and cell phones..." instead.

It's been going on for years and years, the police obviously know of the man but they would have done something by now if they could.  

By all of us talking about him and confronting him and all this we are PROVING HIM RIGHT.  lol.  He's worried and paranoid that he's being watched, well..... HE IS BY ALL OF YOU! 

He has been living there for longer than most of us here in the Met and if he was a danger, the police would have done soemthing about it.  But they haven't because he poses no danger to people who leave him alone. 

So just leave the poor man alone and he won't bother you.

Last I heard Office Dinse was trying to get evidence of him littering so they can book him in - then possibly they could admit him to be evaluated of his mental health.  I don't think this has happened.  I recall undercover cops were waiting several nights last year trying to catch him.  They also don't have the man power to dedicate to this man who has not shown any immediate danger to others.

I have walked passed Kevin 3 or 4 times and never once did I feel any threat.  Perhaps some people rub him the wrong way and triggers his paranoia?

I wouldn't say that everyone feels afraid and threaten by him living across the street - I sure don't.
