Policy Briefs

We had a quick question. Sould the policy brief go inside of our papers (like an executive summary) or should it only be a seperate document?  We were unsure, please let us know your opinion on this.

Rob, your papers are so long, I would make a separate document, although you don't want people to ignore the long papers. (In fact, I forgot about the policy briefs.)
