formatting and update of food paper

hey ya'll

I formatted the look of the paper(changed cover page and end page).  Use this template for the final reports.  I will do the ISF paper to match this tomorrow.  BAsically used New School colors and it looks cleaner.  We will work on the table of contents and acknowledgements sections later when all changes are made.  The policy briefs need work..
