How to get "Dim behind" with Overlay, blocking?

I am finding that "Dialog, dim behind" gives me the effect I want with a scene but does not allow me to place the scene at the very top of the screen (i.e., over the status bar). "Overlay, blocking" let's me cover the status bar with my scene, but there is no "dim" option.

Is it possible to just enlarge the background to fit the entire screen, make it semi-transparent, and use "Overlay, blocking" to achieve the desired dimming effect?
