New Version: 0.9.6

A new version of Tanky-Tank has been released! Though it's mostly a
bug-fix release.

Latest changes:

* Added voices for score, time, and lives victories, as well as
mission accomplished and mission failed.
* Better tank death sound effect.
* Fixed bug where a Juggernaut game would sometimes crash when a
human player double-killed the juggernaut.
* Fixed bug that caused crash when user selected tank right as he
was about to automatically respawn.
* Fixed crashing bug in tutorial.
* Fixed crashing bug in Rain On Metropolis.
* Speech volume control now actually controls speech volume, not
just taunt volume.
* Tanky-Tank now runs on the .Net Framework 3.5.
* Tanky-Tank installers (setup, light, and upgrade) now unified
into one (much smaller) installer. This installer will download
required Microsoft components as necessary.
