Compensatory Time (CT)

Recently, employees have experienced CT being removed from their leave
balances. The CT balances have not been lost, but were moved to a
category within the payroll system that is not reflected on the
employee’s leave and earnings statement or in WebTA. These CT hours
are currently being placed in the employee’s current CT balance and
are available for use. These CT hours must be used by Pay Period 26,
2009.

All CT earned and/or accrued after January 4, 2009, must be used
within one year (26 pay periods) of the date earned. At the end of the
26-pay-period time limit, or when the employee separates from TSA, all
unused CT hours will be forfeited by exempt employees and will be paid
out for non-exempt employees at the overtime rate at which they were
earned. CT hours that are forfeited cannot be re-credited or restored
to the employee’s account.

Employee Benevolent Fund

Many of you are active federal civilian employees who are currently
enrolled in the Special Agents Mutual Benefit Association’s (SAMBA's)
Employee Benevolent Fund (EBF). As you know, in the event of your
death, the EBF will pay an immediate benefit of $17,500 to your
designated beneficiary (ies). No death certificate or application
forms are required before payment. The cost of this benefit is $26 per
year, payable through an annual direct debit (withdrawal) from your
checking or savings account.

On September 1, SAMBA will initiate the process to debit your bank
account for the $26 annual premium for the period 9/1/09 to 8/31/10.
SAMBA will use your most recent banking information within their file
(account number ending in 6374). Should SAMBA be unable to complete
the electronic withdrawal from your bank account for any reason (such
as the account being closed or having insufficient funds), your
enrollment in the EBF will be terminated as of close of business
August 31. SAMBA will confirm their request for withdrawal of premium
from your bank account via email. You may also check your bank
records. If the electronic withdrawal attempt failed and your coverage
was terminated, SAMBA will email a termination notice to you. Please
allow up to three weeks for the bank withdrawal process to be
completed.

No action is required on your part to continue your EBF enrollment. It
is suggested that you verify your banking information currently on
file with SAMBA before September 1. To do this, simply go to www.SambaPlans.com,
select your agency, and then click "Member Logon." After logging in,
you will also be able to update your home address, email address,
telephone number, and beneficiary information (if necessary). To
cancel your enrollment, log into the EBF and select the “Current
Members – Annual Premium due 9/1/09” box at the top of the page.

Remember to notify SAMBA immediately upon your retirement or
resignation: email e...@sambaplans.com, or call 800-638-6589 or
301-984-1440. While you may no longer participate in the EBF after you
retire or resign, you can convert (within 60 days) your $17,500 EBF to
an individual Prudential Insurance Company policy without medical
underwriting. Contact SAMBA to request information on how to apply for
a conversion policy, or if you have any questions or need assistance.

There will be an open season for the EBF in January 2010 for those
employees interested in enrolling in the fund. More information
regarding the dates and the process to enroll in the EBF will be
forthcoming.
