If you've read Cyclist's Manifesto yet, more people walk or ride bikes when it's more convenient.  When it's hard to park your car, traffic is very heavy, or you live close to work or shop (where you "live your life") or if you have a safe way to walk or bike to your destination (facilities) you're more likely to  choose walking or biking (or transit) over your car.  The whole idea is population density is a good thing, urban sprawl is a bad thing.  Sorry all you suburbanites!

Also, if you believe this, you share the same belief of environmentalists that want to control nonpoint source pollution.  It's easier to control pollution sources when people live very closer together.  I studied this back when I used to fly fish a lot.  NSP is a big problem for native fish populations...  but I digress!  (bringing it all together)
