Multicriterion optimization - OEC (Overall evaluation criterion)

I happened to go though the OEC defined by Mr.Ranjit Ray for optimization of multiple responses simultaneously. It happens to be a interesting reading and am planning to adopt it for one of my projects.

My current problem involves 4 regulated components in exhaust emissions of the engine which are of interest under influence of 7 control factors accommodated in L18 evaluated in the presence of 3 signal levels and 2 compound noise levels.

I am interested to know :

1) Is there any guideline on how to choose the weights for each response ?
It is obvious in the beginning that the weights are to be in proportion of increasing order of magnitude proportional to difficulty to achieve the 4 target responses.
But the question is how are the magnitudes of the weights determined. Is there a guideline or trial and error.

2) Does a change in the proportion of weights for the individual 4 responses affect various levels factors S/N ratio by different amounts for the same experiment plan and scope ?
