I believe that it is not essential to choose the same distance between factor levels.
But in many cases (in Taguchi method and other DOE methods) the intervals are the same because the experimenter do not has any idea about the worth of levels for him. So all of experimental space is the same worth for him/her at the beginning. This is the reason that why he/she select the same intervals for factors.
But if you think that low levels (20 & 30) are more important or if you faced to some limitation for some levels, you are free. But you should know that you destroy the symmetry of experimental space.

I am using mixed level taguchi L8 modified array. I have 2
factors with 2 levels and 1 factor with 4 levels. The 4 levels are
20,30,60&100. Is there any rule that interval between values should be
constant. I will highly appreciate a referenced reason for the same?
