help and rescue in the fast and better ways to disaster areas .

The places in wich thouse Rescue and Help Basis will be established
will be an optimization of all factors in the
specific region by statisical analyses of disaster factors booth in the
past and the forseebale in the future .

The palace of thouse bases of emergency and rescue shall be established
that the bases itselfs will be out of any forseebale cataclism .

The Emergency ,Rescue shall be raher an issue of political cooperation
