IV. INTERNATIONAL
--IV. A. Urge your Senators: Don't Turn Back the Clock on Confronting
Global Poverty Now!
As most of our country prepares to turn back the clock to signal an
end to Daylight Savings Time, Congress is considering proposals that
would drastically turn back the clock on fighting hunger, disease, and
poverty. Join advocates from around the country this week and urge
your Senators to maintain the levels of life-saving poverty-focused
international assistance for FY 2012 as passed by the Senate
Appropriations Committee and to oppose any amendments that would cut
poverty-focused international assistance.
Life-saving poverty-focused international assistance that fights
hunger, disease and poverty makes up less than 1% of the U.S. federal
budget. However, the Senate will consider appropriations bills this
week regarding these funding levels, and amendments to drastically cut
assistance to people in dire need are expected. Join the urgent call
to protect poor and vulnerable communities around the world. Right
now, 12 million people in East Africa who are facing malnutrition and
starvation are relying on your voice and our nation’s leadership to
save their lives.

--IV. B. Urge President Obama and Secretary Clinton: Appoint a Special
Envoy to the Central Africa Great Lakes Region Now!
This November’s presidential and parliamentary elections in the
Democratic Republic of Congo could spark increased violence and
catastrophic humanitarian consequences in an already horrific
situation. It is critical that the U.S. Administration appoint a
Special Envoy for the Great Lakes Region who can establish and
implement a comprehensive strategy for peace and stability.
The suffering that the people of the Eastern Congo have endured since
conflict broke out 15 years ago is unimaginable: over 3 million lives
lost, 2 million people displaced and hundreds of thousands of women
brutalized. Catholic Relief Services (CRS), with its ongoing programs
in the region, has seen firsthand the devastating impact on the lives
of millions of people, especially women and children, from repeated
outbreaks of violence, systematic rape, and rampant looting of natural
resources. Numerous militia groups, both large and small, perpetrate
atrocities in almost total impunity.
The United States Conference of Catholic Bishops (USCCB) and CRS
believe that the U.S., while contributing greatly to promoting
stability in the region and assisting affected communities, must
demonstrate greater leadership by appointing a Special Envoy for the
Great Lakes region. Given the complex and regional nature of the
conflict, only a Special Envoy can establish and implement a
comprehensive strategy and ensure unity of purpose, adequate
authority, and effective coordination with other governments.
