Bonnie:
Thanks for that interesting information. I’ll post it to http://groups.google.com/group/SouthHadleyMAHistoricalCommission?hl=en our SHHC Group. Soon, I plan to make all the information there available to the new Historic District Study Committee members.
Olivia offered to attend one of the early meetings of the Study Committee, and I plan to take her up on her kind offer!

Subject: Holyoke's strategy for their first LHD
Hi Bob,
I just got this little note from Olivia Mausel in Holyoke and though you’d like to hear how she and her commissioners established their local historic district.
Best,
Bonnie
----------------------------------------------------------------------------
Hi Bonnie,
To make this a short story:
Three years ago, Luanne Green a resident and the committee, make individual
notebooks for each resident, with their inventory forms, the proposed
guidelines, names of the committee and some other materials. That seems to
really bring out the residents in support of the district. We
had three or four open meetings, many flyers and 3 meetings with the
ordinance committee before the final City Council vote. I provided the proposed
district summary report in cd form to all the city councilors and city
vip's with a one page summary of the important points and # of residents in
favor, opposed, undecided and no responce. Jeff Burkoff, in Planning, Paul
Healy in Building, and Kara Cunha in legal all had input and suggestions. Kara really
helped us over the hump with her legal support!
Since then we're send thank you's to all the city people and a notice to the
residents about the approval. There's still lots more to do...as you know!
Thanks for asking,
Olivia
