Shaun,
I am not sure what is your environment and if you are fine to pay for
license, you can opt for QTP, which is mostly suitable tool.

I don't recall, but is QTP even capable of dealing with Flash items? Apparently, not all versions do and knowing which version of Flash you're testing will make a difference: http://mercuryquicktestprofessional.blogspot.ca/2007/10/does-quicktest-professional-support.html

SilkTest had added support but I have never used SilkTest with Flash.

https://en.wikipedia.org/wiki/List_of_GUI_testing_tools lists more tools, but doesn't indicate which can and can't interact with Flash objects.
These may also prove to be helpful:

You may also want to read Evaluating Tools: A Five-step Process for Comparing, Evaluating, and Choosing the Right Tool Also, a step-by-step process for evaluating test tools, running a pilot for the tested tool, implementing it across the organization, and making good use of it now you've got it, is found in Software Test Automation: Effective use of test execution tools (Mark Fewster and Dorothy Graham: ISBN-10: 0201331403; ISBN-13: 978-0201331400).

Does QTP recognizes flash objects..I tried it once in the past but couldn't got any success. May be later version of QTP had that support.
Thanks,
