Touch only changes time modified?

It looks like I can only Touch the "time modified" value of a file.
Is there any way of changing the "time created" value?

There's a lot of flexibility in how things can be changed.

If you sketch out in more detail what you want, I could probably
handle it pretty easily.

(I'm planning another shell extension soon, so modifying some features
could be included in that effort.)
