Neighborhood Council – Notes from January 2011 meeting

Santa Monica Neighborhood Council – January 22, 2011

10 AM – Ken Edwards Center

FOSP reported on the DC Circuit Court of Appeals ruling on the city’s
ban of C and D jets at Santa Monica Airport – the court rejected Santa
Monica’s appeal of an FAA ruling on the matter, so the ban cannot be
implemented; DART training classes offered by the Fire Department;
FOSP members looking forward to an Information Item on a Council
agenda regarding the re-striping of Ocean Park Blvd.

Mid-City Neighbors are planning an Annual Meeting on March 27th. They
are still working on developing a membership database, achieving 501c4
status, and liability issues.

Northeast Neighbors – Two members attended and discussed re-activation
of the organization.

Wilmont – They are planning a Transportation Forum, possibly on March
26th.

OPA – They have elected new Board members and officers. Neighborhood
organization membership mailers are due to the city by January 31st.

L.A. Marathon – Marathon staff and city staff, headed by Kate Vernez,
did a presentation on the event, which will take place on March 20th.
The route will end on Ocean Avenue at California this time, with the
festival on the old RAND parking lot, rather than making exhausted
runners cross the Pier Bridge over to the 1550 lot. No bus service
west of 11th St. during the event. 85% of trash last year was
recycled.

Implementing the LUCE – Planning Director Eileen Fogarty described the
LUCE as a pro-active planning document. January 25th is the first
public hearing for the first Interim Ordinance implementing the LUCE.
Until the new zoning ordinance is adopted, development agreements are
necessary to implement the LUCE – right uses in the right places,
shared parking, open space, etc. Right now, downtown projects go
through an “over the counter” administrative or ministerial approval.
The only public process is at ARB. The Development Review process is
more rigorous, and the most rigorous process is the Development
Agreement process. Downtown is the heart of the city, and it affects
everyone.

Homeless Count – January 26 – More volunteers are needed.

Montana Merchants Marketing Subcommittee – They are planning more
events.

Santa Monica College – The OPA Board has sent a letter asking the
college 1) to develop a policy and training on ethics and conflict-of-
interest, and 2) to arrange for an independent investigation of what
happened during the November 2010 election.

Campaign disclosure – January 25th City Council agenda item

Notification – 500 feet for the Bergamot Transit Village meeting was
not adequate.

Pier parking – One suggestion is to build underground parking at the
new Civic Center Parks.
St. John’s Development Agreement amendment – This will be on an
upcoming Council agenda. The traffic study in 1998 did not include
20th, 23rd, or Wilshire. Also, St. John’s is ignoring the parking
requirement in its DA. According to hospital reps, emergency vehicle
sirens on Arizona Avenue are not generating any noise.
