We are very pleased to let you all know that the City of Vancouver have announced their plans for traffic pattern changes to address the concerns about Port-bound container trucks in East Vancouver.  

In a presentation made today to City Council, Assistant City Engineer Jerry Dobrovolny outlined the following changes:
  • Port-bound trucks will no longer be allowed to make right turns from Knight/Clark Drive onto either 41st or Broadway, or left turns from Broadway onto Nanaimo or Renfrew Streets.  
  • All trucks on Nanaimo or Renfrew Streets will have a 30km/hr speed limit.
We anticipate that these traffic pattern changes will effectively support trucks to chose the route that they have been asked to follow during the pilot project that was implemented in August 2011.  We also believe these changes will result in a safer commute for all children and families who use these corridors daily to access schools and programs.

We continue to urge the Port Metro Vancouver to commit to re-open the Clark Drive gate when the work is completed for the South Shore Corridor Project. Tony Benincasa, Manager of Logistics and Operations for Port Metro Vancouver, informs us that the Port is actively negotiating and working toward that outcome as well.

We would like to extend our sincere appreciation to the staff and city councillors at the City of Vancouver and Port Metro Vancouver for responding quickly and effectively to our concerns and working with the community and our group to resolve this issue.  We are impressed at how well the process has gone.

An updated summary of comments received on the Truck Traffic Pilot Program has been posted on Port Metro Vancouver’s website at the link below.  Major themes we have heard from the public include: an urging to open the Clark Drive entrance to the Port for container trucks, observations of increased numbers of container trucks transiting Powell Street to north Nanaimo Street to McGill Street, observations of increased numbers of container trucks on Renfrew Street and concern about increased truck traffic on Hastings Street (per Pilot Program requirements).

For background, Clark Drive was closed to inbound commercial vehicles due to severe congestion from trucks destined for the Port that backed up onto Clark Drive, significantly impacting intersections such as Hastings Street and Venables Street, as well as First Avenue. The Port’s access at McGill can quickly absorb truck traffic through the gate as there is 5kms of roadway running east to west on port land, where the trucks do not disrupt traffic flow or residents. 

 

Port Metro Vancouver is working together with the City of Vancouver towards a common goal of reopening Clark Drive to commercial vehicles following the completion of the South Shore Corridor Project in 2014. Through the South Shore Corridor Project, and other PMV led initiatives, PMV will be in a better position to work with the City to develop long-term plans for port access routes between Boundary Road and Clark Drive, that minimize effects on neighbouring communities, to the extent possible.
