Dear Neighborhood Representative,
I am writing to you on behalf of the Budget and Legislative Analyst’s Office, with gathers information and conducts analyses for the San Francisco Board of Supervisors. 
We would like to determine the market demand for a Property Assessed Clean Energy Program, which would allow homeowners in the city to access financing for energy efficiency improvements to their homes, and to pay back the loan over the long-term as part of their property tax payments. 
Would you be willing to send a survey about this issue to your members, and ask them to fill it out by next Friday, November 15th, at 5PM? 
Here are instructions that can be included in your email:
The San Francisco Board of Supervisors has requested that the Budget and Legislative Analyst’s Office analyze the market demand for a Property Assessed Clean Energy (PACE) Program.
The Budget and Legislative Analyst’s Office (BLA) provides the San Francisco Board of Supervisors with critical information to support decision-making. In this capacity, the Budget and Legislative Analyst’s Office receives requests from Supervisors to investigate timely issues and problems in the community to begin the process of exploring legislative solutions to those problems.
