Duties of the officer manager:
* Support Program Managers and ensure high quality services are provided to project beneficiaries and project targets and objectives are met in accordance with grant requirements;
* Oversee all donor reporting and ensure reports are submitted in a timely manner and in accordance with internal and donor standards;
* Lead program staff in a collective effort to identify obstacles in project implementation, and develop creative solutions, refining strategies, and creating new documents, procedures, and guidelines as necessary;
* Coordinate all aspects of program implementation by facilitating effective collaboration on finance, administration, and monitoring and evaluation needs;
* Travel regularly (30% or more) to HAI program sites in the Great Lakes program sites across South Kivu, including the HAI-run shelter in Uvira, and Burundi;
* Assist with and oversee the creation and of any and all forms, templates, and other documents related to program implementation, monitoring and evaluation tools, and donor reporting;
* Work with Regional Representative, Director of Finance and Administration, and Project Coordinators/Managers to ensure open, respectful, and accountable communication with Donors;
* Support Administrator/Human Resources department in collecting CVs and vetting for qualified applicants for job openings, and participating in interviews and hiring decisions;
* Work with Project Managers and all other HA staff to troubleshoot and respond to difficult/emergency situations with regard to staff or beneficiaries;
* Perform all other tasks necessary for streamlined and effective implementation of HAI programs in the region, as assigned by Regional Representative or requested by the Director of Finance and Admin, HQ, and Project Coordinators/Managers
Qualifications: We are looking for outstanding professionals who have a demonstrated passion for human rights work and are seeking a career-track position that combines field and management experience, and requires both program development and project implementation skills. Candidates who meet the below criteria are strongly encouraged to apply.
* A Master’s Degree (or equivalent education and years of experience) in international relations, development studies, political science or a related field;
* Extensive experience working in difficult operating environments;
* Exceptional cross-cultural skills. Technical knowledge of international development and human rights;
* 2 years of international experience, preferably in an international non-government organization;
* Demonstrated commitment to advancing human rights;
* Experience of budget development and financial management
* Proven experience of working in partnership with NGOs and other civil society organizations and networks;
* Excellent written and spoken English and French;
* Oral proficiency in Swahili preferred;
* Previous work experience in the region or in comparable environment preferred;
* Willing and capable to work in insecure environments with extensive travel (30%+).
