It looks like they're going to be advocating for a tax on long-vacant
units, and unlike earlier musings on this topic ("Oh noes, Chinese
people are buying property!") it has no racist xenophobic language
targeting foreigners or exempting members of the local establishment
(at least, so far):

I can get behind this.  It treats housing as more of a social good and less of a financial instrument.

It also more fairly assigns costs -- a vacant unit is a micro-burden on anyone who must pass by it, and widespread vacancy (if it exists) makes everything effectively "further away".  The distributed cost of this sparseness should be assigned to whoever created the empty useless bubble in space.

I always thought such a measure in SF would be difficult to square legally with Prop 13, but perhaps not?

DC has a semi-effective law that taxes vacant buildings. SF would do well to learn from their experience:

Prop 13 IS a huge barrier to vacancy tax. It might mean that the only way to have one is to run a ballot measure that will have to pass by 2/3 

Which is fine. The sup.s can put that on the ballot.

How about requiring government to give tax rebates to the taxpayers when it has vacant or underutilized properties? What's good for the goose is good for the gander, right?

I know one landlord who has left two of his four  units vacant in the Hayes valley district because they don't want to risk having a tenant who will the not pay rent and or demand moving costs later. They apparently make enough on just the two units. 
Again the law of unintentional consequences as tenant protections can wind up hurting the same group in finding available units.
