Notification of minor change to the SDCH spec.

I've changed the current working copy of the SDCH spec to specify the
use of the header "X-SDCH-Encode: 0" rather than "X-SDCH: 0" for
indicating that a server that previously advertised a dictionary is
not encoding a response with that dictionary. This is what chrome's
implementation uses, and I'm not sure there are any other SDCH client
implementations in existence.

If anyone objects to my unilaterally changing the spec in this way,
please let me know--I think this is a simple change not likely to
upset anyone, but I could be wrong.
