Has been more than one month since the last ESC meeting was organized in Quetta, exactly on 19 January 09, when it was announced that IFRC was handing over the cluster coordination to UN -HABITAT.
The following meeting, scheduled for 27 January 2009, was cancelled due to OCHA visit and the organization of inter-cluster meeting instead of sector cluster meetings.
Then the following week, due to the security situation and the closure of all UN offices , all cluster meetings were cancelled in Quetta and in the field.
In view that the security concern continue until today, we consider important to organize one meeting in Islamabad to update the cluster members on the shelter situation and to share the findings of the gap analysis that UN-HABITAT conducted on the basis of the information received from the cluster members.
There is more information hold by cluster members that can provide a better picture of the real gaps in the field, such as Agencies assessment and villages included or excluded in the assistance provided.
Second gap identified is related to the areas that the Army did not assess and the local DCO of the three Districts flagged to the cluster lead as in need of shelter. UN-HABITAT and other partners conducted assessment and large gap in shelter provision were identified.
UN-HABITAT and partner organization conducted early recovery assessment and findings will be shared at the ESC meeting. Draft report enclosed.
