Dick Cheney's speech in Vilnius has been seen by Russian commentators as - inevitably - a "new Fulton". Russia has so far largely kept schtum (officially, at least, and apart from the "Comrade Wolf" comment in Putin's state of the nation address). But are things really that bad?
