Yes. You can get it in the Stronghold of Security. You must kill
Minotaurs on lvl 1 until you get a skull half. Then you must kill
insects on lvl 2 to get the bottom half of sceptre. Then you must kill
Ankous and those magic dog things to get the other two parts on lvl 3.
Only attempt with full addy, rune, drag, or dhide and an inventory
full of salmon or lobbies. When assembled, it has the power to
teleport you to Barbarian Village 5 times, and is a little bit
stronger in melee than a staff. Once it has used up all of its'
teleport charges, it will destroy itself, and you will have to do it
all over again. The skull sceptre cannot be sold or traded, but it
loods kinda cool.

It's annoying to get IMO, I never got it as I was patient enough to and those Ankous would probably wipe Noobstryxx if they did high melee damage (he's got low defence but high magic). And all it does is teleport you to the Barbarian Village so it's of no use to me anyways.

But it shows that you wasted all those monsters if you walk around
with it equipped.
