Has there been any progress in the last couple months?  I am sure everyone is getting the itch to get out and ride.

Jared:

I have forwarded this to Rhonda Fowler with the our OHV Program for an update.  Hopefully you will be riding the area before too much longer.

Thanks David

Per IA DnR OHV page:

River Valley OHV Park (Council Bluffs) Remains Closed

While the timber reclamation at the OHV park continues, the focus of planning efforts are changing the to reforesting the area and designing a trail plan.
In the interest of rider safety and protecting the resources, the park will remain closed and access of any type is prohibited.
It is expected that the park will remain closed until fall. For real-time closure updates and status of riding at this park, visit the OHV Park Closure Page.

Once the State became involved, RFPs, contracts, studies on invasive species, et al, this project was going to take years, not months.  Unfortunate that the Club could not obtain the necessary support of the park users to clear out the 'deadwood' ourselves over time on their workdays as it became a safety and usability issue. NOHVA couldn't obtain the support it needed from users to obey the rules, deaths and injuries from users under the influence trespassing after closing time filing frivolous lawsuits, etc. at Headworks Park near Genoa NE and we lost a great place to ride last fall. Maybe that decision will motivate River Valley users to invest time, obey rules, etc. so we can avoid a similar fate as well as another 3 year closing for renovations like this one.

Thank you for forwarding the message David.  I drove by there yesterday and it still looked pretty messy.  I know there are a ton of anxious riders to get out and enjoy the park again!
