Kucinich and DeFazio Amendments

Hey Everyone,

I received an email from Congressman Kucinich's legislative director.  He explains a list of several amendments that Mr. Kucinich and DeFazio introduced to the Rules Committee.  What does everyone think?

Mr. Kucinich submitted the following amendments to the Rules Committee

this morning.  He would appreciate the endorsement of your organization

for any of them.

1. Sets the quantity of offsets available at a percentage of the cap,

instead of a constant 2 billion tons, which will overwhelm CO2

allowances. The amendment also requires that international offsets come

entirely from sectoral credits after 2017.

2. Improves offset quality by ensuring they do not cause or contribute

to significant adverse effects on human health, the environment, or the

sustainable livelihoods of local communities.

3. Bans all international offsets

4. Encourages the efficient use of allowances and reduces opportunities

for speculation by reducing the emission value of an allowance by a

third each year.

5. Raises the existing federal renewable electricity purchase

requirement from 7.5% by 2013 to 20% by 2013; 30% by 2020, 50% by 2030;

and 100% by 2050.

6. Provides for the installation of solar panels on all federal

government buildings and parking lots that can accommodate 500 kW or

more of solar photovoltaic panels

7. Provides for federal procurement of government electric and plug in

hybrid vehicles.  By 2016 nearly all federal government cars would be

electric

8. Removes trash incinerators from the definition of renewable energy

In addition, he is cosponsor of two DeFazio amendments that would

restore EPA's authority to regulate greenhouse gas emissions and one to

control financial speculation.

Can you come to City Hall tonight at 5:30? We're desperate to fill the room to pass our Providence Diesel law. The unions are turning out in droves and I need about 20 more people than I already have. 

It'll be a quick meeting, 1/2 hour. Starts at 5:30, City Hall, 3rd floor. PLEASE COME SUPPORT!!

Today is the Day. Our opposition knows this is the last chance we have to pass a Clean Construction Law and they are not going to let this happen quietly. This could be huge - but we have to outnumber them tonight. 

5:30-6:00pm is all the time we are asking.
