The Summit highlighted key market movements for The Philippines and Vietnam as they both take major steps forward.
🇻🇳 Vietnam
At GWEC’s APAC Wind Energy Summit 2025 in Melbourne, the Ministry of Industry and Trade of Vietnam shared details of the country’s competitive investor selection model for the first offshore wind projects.
The two-stage selection mechanism is expected to support the development of 17 GW of offshore wind by 2035, ensuring secure, cost-effective renewable energy.
This follows GWEC’s 2024 Vietnam Offshore Wind Competitive Investor Selection Study, which provided the government with data-driven analysis and recommendations on procurement pathways.

| | 🇵🇭 The Philippines
At the Summit, Under Secretary Robina Christina Guevara of the Department of Energy outlined the country’s ambitious renewable energy goals.
Currently at 22% renewable energy, the Philippines is targeting 35% by 2030, supported by a series of major auctions this year.
Already, 6.6 GW has been awarded for storage, hydrogen, and geothermal, and another 9.4 GW for onshore wind and solar. The country is now preparing its first 3.3 GW of offshore wind projects, aiming for first power by 2028, with long-term scenarios projecting up to 50 GW of offshore wind by 2040.
With strong government commitment, streamlined permitting efforts, and support from the Asian Development Bank and the World Bank, the Philippines is positioning itself as one of APAC’s most dynamic emerging offshore wind markets.
