It was easy to do.  Just write what you want to say in your favorite word processor then past the information in the empty folder.

Apparently I wrote too much so I just entered the following then attached my whole comment document.

Subject: Personal comments to FAA’s “Interpretation of the Special Rule for Model Aircraft”

 

 

The changes you are proposing in your interpretation are going to restrict my enjoyment of the Model Airplane Hobby and the Model Airplane industry.  I have greatly enjoyed and benefited from my participation in the Model Airplane Hobby for over 60 years.  My father (who had previously run an Exchange Club sponsored Model Airplane Club during the 1940’s) encouraged my modeling activities.  These activities taught me many skills used in my professional careers.  See the attached document explaining my concerns.
