[RELEASE] Quarkus 3.36.2

Quarkus 3.36.2 has been released, and is now available from the Maven Central repository. The quickstarts and documentation have also been updated.

Hello, 

Thanks for the new release.

But there is a problem on both 3.36.1 and 3.36.2 detect by maven enforce plugin on my CI.

Those versions are using microprofile-config-api:jar:3.1.1-RC1 <—- is not a release dependency

Maven enforcer doesn’t allow the use of version RC on final builds.

Btw, it would be good you add this into your parent pom too, and also add the dependencyConvergence feature.
