Quarkus 3.39 branched

Hi,

We just branched 3.39. The 3.x branch is now 3.41 (3.40 LTS will be branched from 3.39).

Please make sure you add the appropriate backport labels from now on:

- for anything required in 3.39 (currently open pull requests included), please add the triage/backport-3.39 label
- for fixes we also want in future 3.38, please add the triage/backport-3.38 label
- for fixes we also want in future 3.33 LTS, please add the triage/backport-3.33 label
- for fixes we also want in future 3.27 LTS, please add the triage/backport-3.27 label
