Wrapping up 3.33 LTS first Platform release

Hi,

We have to wrap up 3.33 LTS very very soon and there are quite a lot of moving pieces.

If you have a PR that absolutely needs to be in this release and is deemed safe enough, please ping me on Zulip so that I can properly monitor it and make sure it ends up in the release.
