Dr. Ramesh Kumar Vankwani rebuts propaganda against Gandhara Corridor

ISLAMABAD (June 4, 2024): Patron-in-chief of Pakistan Hindu Council, Dr. Ramesh Kumar Vankwani, accused that some conspiratorial elements of the Department of Archeology & Museums, who faced the courts in the past for alleged involvement in misuse of authority, nepotism, irregularities and misconduct, are apparently behind the baseless and misleading propaganda against the Gandhara Corridor for the sake of fulfilling their own personal vested interests.

Dr. Ramesh Kumar, former head of the Prime Minister's Task Force on Gandhara Tourism, while rebutting a recently-published news story in a English daily, termed the opinion of an anonymous and unknown official of the tourism department, as completely contrary to the facts and against the rules & regulations. 

According to Dr. Ramesh Vankwani, criticizing the decision of the Prime Minister of Pakistan by a public servant is a serious violation of the Government Service Rules, on which top authorities must take strict action. 

Dr. Ramesh Vankwani emphasized that the main objective of the Gandhara Task Force was to promote the Gandhara civilization with the cooperation of the federal and provincial governments. The honorable members of the Gandhara Task Force included the Secretary Sports, Culture, Tourism, Archeology and Youth Affairs of Khyber Pakhtunkhwa province. "Special thanks to the Government of Khyber Pakhtunkhwa and the security agencies for ensuring excellent arrangements for the visits to the archaeological sites of Gandhara civilization across the province under the auspices of the Task Force," Dr. Ramesh stated. 

Dr. Ramesh vehemently refuted the allegations levelled by the anonymous officials of the Department of Culture and Tourism that the federal government wants to take over the Gandhara archeological sites in the province under the guise of the Gandhara Corridor. "Under the 18th Amendment, I fully respect the provincial autonomy and don't want to interfere in the affairs of the provinces in any way," he assured, emphasizing that: "The purpose of the Gandhara Corridor is to connect the federal capital Islamabad with the capitals of Buddhist-majority countries."

Dr. Ramesh Kumar further said that the unknown KPK official has tried to give an impression by referring to the Khyber Pakhtunkhwa Antiquities Act 2016 malafidely that the Gandhara Corridor Bill is in conflict with the provincial laws, whereas the Gandhara Corridor is in fact a unique type of legislation to facilitate international pilgrims and foreign tourists with the cooperation of provincial governments. 

Dr. Ramesh Vankwani further said that he has already offered in his letter to the Chief Minister of Khyber Pakhtunkhwa that if any objectionable clause is identified in the Gandhara Corridor Bill, then it could be amended in the national interest. 

In an English daily report, an unidentified official of the provincial tourism department accused the federal government of trying to take over the remains of Gandhara and said that the federal government had never allocated funds for the promotion and preservation of these sites. However, Dr. Ramesh Vankwani emphasized that conspirators against Gandhara Corridor must be discouraged at any cost.

اسلام آباد (4 جون 2024): پاکستان ہندوکونسل کے سرپرست اعلیٰ ڈاکٹر رمیش کمار وانکوانی نے گندھارا کوریڈور کے مجوزہ بل پر بے بنیاد مخالفت اور گمراہ کُن معلومات کے فروغ کا ذمہ دار محکمہ آرکیالوجی کے ان سازشی عناصر کو قرار دیا ہے جنہیں عدالت نے ماضی میں مبینہ طور پر اختیارات سے تجاوز، اقربا پروری، بدعنوانی اور بے ضابطگیوں کی شکایات پر کٹہرے میں کھڑا کیا تھا، وزیراعظم ٹاسک فورس برائے گندھارا سیاحت کے سابق سربراہ ڈاکٹر رمیش کمار نے موقر انگریزی روزنامے کی حالیہ نیوز اسٹوری پر اپنے ردعمل کا اظہار کرتے ہوئے کہا کہ محکمہ آرکیالوجی کے گمنام اور نامعلوم اہلکاروں کی گمراہ کن رائے کو خیبرپختونخوا حکومت کے سرکاری موقف کے طور پر پیش کرنا حقائق کے سراسرمنافی ہے، ایک سرکاری اہلکار کا وزیراعظم پاکستان کے فیصلے کو تنقید کا نشانہ بنانا گورنمنٹ سروس رولز کی سنگین خلاف ورزی ہے، گندھارا ٹاسک فورس کا بنیادی مقصد وفاقی اور صوبائی حکومتوں کے تعاون سے گندھارا تہذیب کو فروغ دینا تھا، گندھارا ٹاسک فورس کے معزز ممبران میں صوبہ خیبرپختونخوا کے سیکرٹری اسپورٹس، کلچر، ٹورازم، آرکیالوجی اینڈ یوتھ افیئر شامل تھے، ڈاکٹر رمیش کمار نے صوبہ خیبرپختونخوا کی حکومت اور سیکیورٹی اداروں کا بطورِ خاص شکریہ ادا کیا جنہوں نے ٹاسک فورس کے زیراہتمام صوبے بھر میں واقع گندھارا تہذیب کے آثارِ قدیمہ کے دوروں پر بہترین انتظامات کیے۔ ڈاکٹر رمیش وانکوانی نے محکمہ ثقافت و سیاحت کے گمنام اہلکار کے اس الزام کی پرزور تردید کی کہ وفاقی حکومت گندھارا کوریڈور کی آڑ میں صوبے میں واقع گندھارا آثارِ قدیمہ پر قبضہ کرنا چاہتی ہے، انہوں نے کہا کہ وہ 18ویں ترمیم کے تحت صوبائی خودمختاری کے حامی ہیں اور کسی صورت صوبوں کے معاملات میں مداخلت کے خواہاں نہیں، گندھارا کوریڈور کا مقصد وفاقی دارالحکومت اسلام آباد کو بُدھسٹ اکثریتی ممالک کے دارالحکومتوں سے منسلک کرنا ہے، اسلام آباد پہنچنے کے بعد عالمی سیاحوں اور یاتریوں کی مہمان نوازی کے انتظامات صوبوں کی ہی ذمہ داری ہونگے۔ ڈاکٹر رمیش کمار کا مزید کہنا تھا کہ صوبائی محکمہ آرکیالوجی کے مبینہ اہلکار نے خیبرپختونخوا آثارِ قدیمہ ایکٹ 2016کاحوالہ دیکر ایسا تاثر دینے کی کوشش کی ہے کہ گندھارا کوریڈور بل مذکورہ قانون سے متصادم ہے جبکہ درحقیقت گندھارا کوریڈور ایک مختلف نوعیت کی قانون سازی ہے، آثارِ قدیمہ ایکٹ صوبے میں واقع آثارِ قدیمہ/نوادرات کی حفاظت، دیکھ بھال اورمتعلقہ امور کی انجام دہی کا تعین کرتا ہے، مذکورہ ایکٹ میں گندھارا کا کوئی ذکر نہیں، گندھارا کوریڈور کے اغراض و مقاصد میں ایسا کوئی امر شامل نہیں جو آثارِ قدیمہ ایکٹ اور کسی دوسرے قانون سے متصادم ہو۔ڈاکٹر رمیش وانکوانی کا مزید کہنا تھا کہ وہ وزیراعلیٰ خیبرپختونخوا کے نام اپنے خط میں پہلے ہی عندیہ دے چکے ہیں کہ اگر گندھارا کوریڈور بل میں بالفرض کسی قابلِ اعتراض شق کی نشاندہی کی جاتی ہے تو وہ ملکی مفاد میں ترمیم کرکے نظر ثانی پرآمادہ ہیں۔ انگریزی روزنامے کی رپورٹ میں صوبائی محکمہ سیاحت کے نامعلوم اہلکار کا وفاقی حکومت پر گندھارا کی باقیات کو اپنے قبضے میں لینے کی کوشش کا الزام عائد کرنا اور یہ کہنا کہ وفاق نے ان مقامات کی تشہیر اور تحفظ کے لیے کبھی فنڈز مختص نہیں کیے ہیں، صوبائیت کو ہوا دیتے ہوئے وفاق کے خلاف نفرتوں کو پروان چڑھانے کی سازش ہے جس پر ملکی سیکیورٹی اداروں کا حرکت میں آنا ضروری ہے، گندھارا کوریڈور کی مخالفت کے پس پردہ عناصر صوبائی اور وفاقی محکمہ آرکیالوجی کے وہ اہلکار ہیں جنکے خلاف عدالتوں نے ماضی میں مبینہ اختیارات سے تجاوز، بے ضابطگیوں، بدعنوانی، اقربا پروری اور غیرقانونی اقدامات کی بناء پر ایکشن لیا تھا۔ انگریزی روزنامے کی نیوز اسٹوری میں صوبہ خیبرپختونخوا کے محکمہ سیاحت و ثقافت کے ایک نامعلوم اہلکار کی جانب سے ڈاکٹر رمیش کمار وانکوانی کے مجوزہ گندھارا کوریڈور منصوبے کو بے بنیاد ہدف تنقید بناتے ہوئے صوبے اور وفاق کے مابین نفرتیں پیش کرنے کی کوشش کی گئی ہے۔
