You don't have permission to create authority records for organization

"You don't have permission to create authority records for
organization"

i get the above error when i try add a user to the authorization list.

i hav etried with more than one user name - i can not add anyone.

i have followed the directions provided in the admin manual - 'Add
an Administrator section but it still does not allow me to
authorize other users to become an admin -- it does not add them to
the list at all.

i also have an issue creating a sub-org/group for admins or
administrators - when i try it says they already exist. but if you try
and serch for them the do not show up.

has any one else seen this type of behavior?

What Org level are you trying to add a new Admin?
