On 8 March it was announced (https://www.gov.uk/government/news/ministerial-appointments-8-march-2022) that Richard Harrington had been appointed a Minister of State (Minister for Refugees) and would be made a life peer. See also https://www.gov.uk/government/people/richard-harrington.
He was born on 4 November 1957.

nuts?  Have you considered that Harrington is the mad one, its a job that probably no-one else wanted!

Lord Harrington of Watford was introduced in the House of Lords this afternoon and so, while the title has not yet been gazetted, the details can be taken from the webcast of the introduction ceremony: the letters patent are dated today (15 March), and he is Richard Irwin Harrington, Lord Harrington of Watford, of Watford in our County of Hertfordshire.

THE QUEEN has been pleased by Letters Patent under the Great Seal of the Realm dated 15 March 2022 to confer the dignity of a Barony of the United Kingdom for life upon Richard Irwin Harrington, by the name, style and title of BARON HARRINGTON OF WATFORD, of Watford in the County of Hertfordshire.
