Studies done in India recommend that upto 40% of cement weight can be replaced by fly ash with improvement in strength.

Once upon a time, there was a recipe for doing papercrete with flyash
floating around.  Does anyone remember the recipe?  I have come into a
way of getting flyash for doing a lime plaster.  I would be very happy
to replace my portland with flyash in my papercrete..
