The attachment u sent did not make any sense to me.
 
To me, this Tanzania model of creating digital platform for identifying an area where ODF(Open Defecation Free) action is needed is simply an attempt to push IT everywhere, whether useful or not. It may be useful in Tanzania which perhaps is sparsely populated & hence it may not be evident if OD is prevalent. Here in India, OD is happening everywhere openly, nobody is trying to hide it & Railway Tracks all over the country early morning are testimonial to it.
 
Community latrines have not worked anywhere - who is going to maintain them, even if the govt builds them? The community ownership does not work - Sulabh Shauchalaya experiment with Pay Toilets has been successful in Urban Areas but will not work in Rural areas where open fields are available for OD use - so who will pay for using a Pay Toilet.
 
What we need is a Single family owned READY-to-USE toilet model, preferably without water-flush system, economical - kind of Pre-fabricated, plastic or some other durable material - which could find vast market here for an entrepreneurship venture.
 
Let us prepare a compendium of available information on the subject, based on personal usage experience, not just published literature or Internet search.

Beautiful. Chandra that day wanted to know How Open defecation can be stopped. This is the policy adopted by our Ministry of Drinking Water & Sanitation in its Nirmal Bharat Abhiyan, where by coaxing thru ads in radio etc. it is trying to tell rural population to build toilets instead of using the fields. 

A more aggressive approach is Community participation in ODF(Open Defecation free) as has been practised in Tanzania and to be able to maintain the same, and that is to be aimed in addition to providing facilities by Urban Local Bodies, and which I foresee can be done.
