Lets plan our activities on two different fronts:
1. PILOT PROJECTS IN SELECTED CLUSTERS TO SHOWCASE NATION-BUILDING THRU TECHNOLOGY:
Let us identify a geographical cluster where one would like to work, based on socio-economic needs of the people. An expert panel of resource persons would formulate a nation-building project - a local entrepreneur would be located who would own the project as a business entity while the expert panel would be the mentor to help him with funding, technology, management etc. Investment & profit-sharing by individuals in the panel would be an incentive. US based India-specific VC funds such as NEXUS, in news recently, could be roped in - your US connections might come in handy.
These projects would be for-profit, commercial entities but would be ethical & no-corrupt practices businesses as per the needs of the community to provide a positive productive environment - the expert panel to ensure this at selection as well as implementation & running stages.
PIAI has one such program by the Acronym WHEELS (Water, Health, Education, Energy, Lifestyles etc). They have a set of guide lines for setting up such projects. This group may choose to use PIAI platform, use their expert resources or devise its own systems & procedures. 2. BRAIN-STORMING THINK-TANK FOR STRATEGIC POLICY INITIATIVES FOR CURBING CORRUPTION:
We need to think MACRO in order to make a difference. Political Reform is one such MACRO game-changing idea that a number of people have pointed out in this forum.
POLITICS IS THE FOUNTAINHEAD OF ALL DEVELOPMENTAL WORK & POLITICAL CORRUPTION IS THE MOTHER OF ALL CORRUPTION.
Politics in the present context is only about POWER & as we all know, power corrupts. In our society, honest people do not have a chance to win elections - vote banks, muscle & money power, caste factors etc play much more important roles than the integrity of the candidate.
Therefore ELECTORAL REFORM IS THE CORE TO ALL REFORMS.
Engineering training does not equip us with the necessary skill-sets to undertake such an onerous task but there may be a few amongst us who have diversified into public administration & allied fields & would be the best people in the country for the task, with their analytical abilities as well as technical skills. Technology itself could be a great game-changer for electoral reforms. I know of Prof Trilochan Shastri & Prof Jagdish Choker who were able to get the laws changed to include info about the assets, criminal history of the candidates made public. A few good men in each constituency can ensure that the laws & rules are implemented not just on paper but in the field - CCTV & Internet are a great tool.
PIAI would again be a great platform for this - i had made the proposal to PIAI to identify a group who qualifies for this job - we need a prestigious platform to establish our credibility - but this proposal was not given much thought. Maybe it is time to revive it.
As a first step, let us indicate the area of interest where we would like to devote our time, energy, passion & maybe cash too. Then we can form ourselves into teams & start working on specifics.
Chandra K Jain 93124 39464 INDIAI would like initiate a thread of electoral reforms, which I believe are critical in nature. Some changes would be required in the election process before the next general elections to fend of unsavory elements (people) from contesting and winning.

Within electoral reforms we need to also demand state funding of all time elections with proportionate representation in government formation.
Essential to stem the rot in our pseudo democracy.

Friends,This is what has been proposed so far by Sanjay:1.Government funding of all elections : to make a long term impact on corruption and improved governance.2.Proportionate representation in the Cabinet : for all contesting parties based on seats they win.
Sanjay, you have suggested good topics of interest but only suggested these topics. Suggesting a good topic is a good start but to make any progress someone must take a lead & start a discussion by dwelling on why he thinks it is important. You need to elaborate on your thoughts: Defining the problem, analysing the problem, reasons for proposing, possible solutions, its impact at a national level etc are some of the points we can discuss & other people can provide their own inputs after you take the initiative.A dissertation or at least a working plan will come out of it after putting together all the inputs.I propose we would follow a similar strategy in all our working in this ACTION GROUP.

We had identified two parallel tracks to work on in this group. We had earlier discussed Pilot Projects for Track 2. Let us see what can be done on track 1 below :
1.BRAIN-STORMING THINK-TANK FOR STRATEGIC POLICY INITIATIVES :
This is for arm-chair strategists (Pl don’t read anything derogative in this term) to think out workable initiatives in order to make a Macro Difference to the nation. These could be policy matters like Political Reforms, Electoral Reforms, Education Reforms, Administrative Reforms, Curbing Corruption etc – game-changing ideas that can change the face of the nation in one sweep. We need to work on ACTION PLANS rather than pure esoteric discussions.
A. It has been proposed that this group could take up ELECTORAL REFORMS as an Action Plan in this track. We have not made much progress since then.
The issue of "Electoral Reforms" has been referred by the Central Government to the Law Commission of India for consideration and for suggesting comprehensive measures for changes in laws relating to elections. Acknowledging the importance of the subject, the Commission has prepared a Consultation Paper eliciting feedback from various stakeholders.
The election system comprises a complex web of different nuances "Legal, Political, Economic, Social, Religious, Ethical and Moral; and this complexity makes the task of suggesting reforms quite challenging. No single aspect of election process can be looked at in isolation from others. Most, if not all areas of these aspects, are of the nature where law either interacts or need to interact more closely. The focus of the Consultation Paper is, therefore, to identify those areas and aspects where law should play more prominent and engaging role.
The Commission prooses to focus largely on issues such as:
Qualifications/ disqualifications of those seeking election, or disqualification of the persons already elected;
Modes, methods and quantum of funding of elections;
Transparency, accountability and sources of spending by political parties and their respective candidates during elections;
Regulations and ethical conduct of political parties or candidates participating in elections;
Filing of false affidavits - A ground for disqualification;
Electronic and print Media - impact of "paid news";
Quantum of punishment for electoral offences; and
Adjudication of election disputes etc.
The Commission, through the Consultation Paper, has solicited views/ suggestions of political parties, states, civil society, and all other stakeholders, inter-alia, on the aforesaid issues.
The Consultation Paper has been made available on the website of the Law Commission of India �http://lawcommissionofindia.nic.in/ and can be downloaded freely.
