Crisis of Local Govt. System in Sindh- HRCP proposal

Dear Friends

Human Rights commission of Pakistan (HRCP) has released a paper based on some proposed amendments in SLGO written by Dr Kaiser Bengali, which talks about a formula to develop a middle way to overcome the crisis of Local bodies System in Sindh.

I reserve my comments as Sindh Democratic Forum (SDF) has already sent its proposal to President of Pakistan. That paper will also be shared soon after a critical review of this paper.

Some reliable friends told me an interesting point that that a coalition partner in Sindh Government is going to have a press conference today to reject this paper because they have a perception that once they reject then Sindhis will demand for the acceptance of this formula in reaction. So this paper should be reviewed not on the basis of rejection or acceptance because other parties are rejecting or accepting it. We have to be vigilant and we have to analyze it rationally before we take positions without any rhetoric

I will just comment on one point that the proposed demand of making Hyderabad, a city district government in its present demarcation/demographic position is never accepted.
