PP Metro District "Open Space"

When we moved here in June 2000, we were told that the ridgeline
between Apache and Pike Circle was "Open Space" and ran "all the way
up to Pike Forest". Last year, many of us in PP were unpleasantly
surprised to find out that a large portion of the western end of this
area, including PP water tanks, actually belongs to a rancher to the
north of us.
Questions:
1. Are there any legally accurate maps of Perry Park boundaries in
this area, e.g., Galoon Pond to Fox Way?, and
2. What are the legal limitations to any development in these "Open
Space" areas?

You can find the limits of the Perry Park platted lots by clicking on
the bottom left link on the Perry Park Metro District web page.
Although quadrant A in the picture extends beyond the platted lots,
the unplatted area in quadrant A is privately owned ranch and is not
part of the Metro District. It was never Metro District open space.
The light green area at left and bottom of the map is Pike National
Forest. The legal limits to development of the privately owned land
that is not part of the Metro District is governed by state law,
federal law, and Douglas County ordinances and policies.
