Many thanks for taking the time to participate in the first conference call to form a PMI chapter in Vietnam.

 

As promised, I am sharing a soft copy of the presentation slides (please see PDF documents attached).  In addition, I attach to this e-mail the contact details for you to be able to communicate and formalise the Steering Committee. 

 

To recap what has been discussed yesterday: to comply with Vietnamese law, the Steering Committee must count at least 10 members who are all Vietnamese citizens, and the Committee Head must permanently reside in Vietnam.  I was happy to hear during our call yesterday that you already initiated the idea of organising meetings in person among yourselves in HCMC and/or HN.  Please let me know if you need any information or help for those meetings, I am here to support you.

 

Once the Steering Committee will be established, we will conduct an orientation/training session to further explain the process.

It's great talking with you all over the informative teleconference last week. I am excited about the endeavor we are taking and hope PMI Chapter Vietnam would be established soon.

Thank you, William and the Singaporean team, for your initiation and connecting us all together. We in Vietnam will soon call for online and/or offline meetings to discuss further and report back to you.

On the action plan, I have some comments to share. Please correct me if I am wrong. I've read Decree 45 (45/2010/ND-CP) and found out that there would be 2 stages of submission required:

Stage 1: Application for forming a campaigning board/steering committee (including a list of minimum of 10 Vietnamese members, members' resumes, name of association, mission, areas and regions of operations, preliminary formation plan, and temporary meeting venue). This application will be reviewed and responded in 30 days by the Ministry of Home Affairs.

Stage 2: Upon the approval of the first application, the board will be recruiting a minimum of 100 ready-to-join members and complete the application to form an association (documents well listed in the PDF presentation William shared, which includes a charter). The application will be reviewed and responded in 60 days by the Ministry of Home Affairs.

It's also stated that the association is free to join international bodies after incorporation. So, I guess, PMI will play a supporting role in the meantime and the affiliation will be official only after the incorporation.

With this new learning (in conjunction with the Action Plan Recap on page 13 of the presentation shared), I'd propose a revised action plan for you to comment and revise:

1 [PMI].  Forming the steering committee & completing paperwork;

2a [PMI].  Steering committee team orientation;

2b [MHA].  Submission of stage 1 application to the MHA for approval of the steering committee (campaigning board);

3a [PMI].  Business plan development & approval;

3b [MHA].  Charter development and recruitment of 100 ready-to-join members;

4 [PMI].  Submission of stage 2 application to the MHA for approval of the association.

Please note that steps 2a and 2b can, and should, be done in tandem, so can 3a and 3b. I put PMI and MHA in square brackets for your reference of whether a particular step involves PMI or MHA.

Please let me know your comments and thoughts.
