Has Portland (and others?) considered using these?

In Sept 2013 this committee requested that the City consider retrofitting former parking meter polls with these devices so that they poles could become usable bike parking racks when the new multi-meters were installed. At the time, this was the response from John Pevarada, Parking Director, to Markos when he asked about this:

"Markos,
One of the benefits of the installation of the multi meters that we have been promoting to the downtown district is that they provide a neater cleaner street scape and facilitate snow removal efforts. Additionally the existing meter post are too close to the curb to allow for bikes to be attached to them without interfering with parked cars. Currently the meter post are at the end or beginning of the parking spaces, however without the single space meters denoting the spaces more vehicles will conceivably be able to fit along the curb line and the vehicle car doors may actually line up where the old meter post were.
We have not yet made a decision on the old parking meters.
Thanks
John

Paul,
I've seen other examples of pole mounted bike racks but these are the nicest looking, although functionally the locking points should run parallel to the top tube, down tube, and seat tube (i.e., the front triangle) of a typical diamond frame bicycle.
Thanks,
Zack
