Structural changes to improve PBPAC

Hi folks, 
Last month we discussed bylaw amendments, which could be presented at our August meeting for adoption in September, in time to take effect right before elections.  

I did a little work on what amounts to 3 bylaw amendments, based on tidbits I've heard and thought. I'm looking forward to discussing it at our meeting tomorrow night! 

I am interested in what discussion this can cause, and I think it's worth considering how best to move PBPAC forward, but these are intended as a starting point: please discuss, criticize, or propose alternate changes!  

My DRAFT of 3 amendments: Amendment's 2025 essentially a redlined version, but it's green, cause google. 
Just those amendment's, by themselves: Amendments 123

Really short summaries: 
  1. Co-Chairs
    instead of chair and vice chair, elected alternately in April and September
  2. District Leaders
    Some sort of lead/captain from each district; maybe call them something else; primarily this serves to expand the executive committee, and pushes us to include more input from the whole city on a more regular basis.  Might include inviting folks from neighborhood organizations to apply at some point. Not sure. 
  3. Executive committee responsibilities.  
    Frankly, I just find this section lackluster, esp. if we expand the executive committee.
