Final Draft, 2026 priorities

Hi folks, 
At the meeting tonight we voted to send the following priorities for 2026. 

I plan on sending this over to the Council tomorrow, or arranging for someone else to do so; the deadline for further comments is definitely tomorrow!  

I made a new version for the final draft, as I had to remove the notes below for the purposes of making a PDF.

I included this new opening paragraph to address the lacking positive vision for enabling a shift away from car dominance- it may need work, feel free to suggest changes. : 

In 2026 and in the second half of this decade Portland must lead the State of Maine in enabling and encouraging a shift away from single occupancy motor vehicles as the primary transportation method for our residents. If we fail none of our quality of life, affordability or environmental goals can be met. This is only possible if that transition is safe; Portland's traffic safety crisis must be addressed with great urgency. In 2025 there were 456 injury crashes and five deaths on our streets. (four of those deaths were pedestrians). This is an extraordinarily high number of deaths for a city of our size.

The full list of Goals for 2026:
  1. Implement a crash response protocol.
  2. Adopt a maximum speed limit of 20 miles per hour.
  3. Improve Traffic Signal Configurations.
  4. Improve Sidewalk and Bike Lane Snow Clearing.
  5. Continue to Improve Our Transit Experience
With 3 carrying over from last year: 
  1. Establish a Complete Streets Board by ordinance.
  2. Create a Street Design Manual
  3. Hire a Sustainable Transportation Manager

Folks: to meet the city's public comment deadlines, I had to send in the near final version of the priorities just now. You will see you are copied on them. 

We can make changes, of course, these are our priorities. Hopefully, though, we are on the same page with this set. 

Michael - thank you for your suggestions, they were incorporated.
