Driveways and crosswalks interrupting sidewalks

My understanding is that driveway aprons must constructed from the same material as the sidewalk so that pedestrians may have an uninterrupted path. The idea is to prioritize the pedestrian route, not interrupt it with a driveway.
Unfortunately this does not seem to be the case with a lot of new development. The attached pic is of the massive York & High condo development but it is also the case of little Joy Place on Brackett Street next to Fresh approach.
