There will be a first read on Monday night of Order 240 25/26 Accepting and Appropriating a $2,120,000 Federal Highway Administration Grant for the SSRI Improvements Along Brighton Avenue.  Although this project has been in the works for several years, I may have missed it, but this is the first I have heard of this set of money.

First Read June 1, 2026, Final Passage on June 15, 2026.
Attached are the back up docs.  I have addtional older docs, but they are to large to email.

Order 240-25/26 Accepting and Appropriating a $2,120,000 Federal Highway Administration Grant for the Safe Streets and Roads for All Improvements Along Brighton Avenue - Sponsored by Danielle P. West, City Manager

The Brighton Avenue Safety Demonstration Project is funded through the Federal Highway Administration’s Safe Streets and Roads for All program. The project will implement data-driven safety improvements along the Brighton Avenue corridor to inform future capital infrastructure investments. Planned work includes consultant-led design, public outreach, preliminary and final design, installation of safety treatments, monitoring, and evaluation.

Potential treatments include roadway reconfiguration, delineators, pavement marking changes, pedestrian crossing improvements, lighting enhancements, and vehicle speed feedback signage.

The project is intended to reduce vehicle speeds, improve pedestrian crossing behavior, and identify the most effective treatments for potential long-term implementation.

This item must be read on two separate days. This is its first reading.

Thank you for sharing this information, Steven! I would encourage everyone to write to the Council and ask them to accept this grant. The condition of Brighton Ave (roadway and sidewalks) in Nason's Corner is severely in need of improvement.

It might make sense to send a short comment laying out some of what we want from the project and asking the council to accept it; I can't imagine that they would not accept it, so it's probably not critical.

If anyone wants to draft a letter from PBPAC, we could vote on it tomorrow night.  I'd really prefer to see at least a rough draft vs just the idea :).

I did email Jeremiah and he said after the grant is accepted it would be administered by a consultant, with their senior engineer Lauren Anderson managing the project. There will be a public process in the design phase, so we should look out for that.

It'll go out for an RFQ after the council accepts the grant.  That's all he has to say for now.

There already is a 2021 plan that layouts very detailed street, sidewalk and crosswalk details.  I just put it on my google drive along with the council order and backup, as it is to large to send.  The BATMP is the 2021 plan.  Note if you look at the file dates in the lower right, they go back to 2016!

Attachment A outlines the specifics of the grant.

They don't need another consultant, they need a contractor to do the work.

I accepted your share request and fixed it to allow anyone with the link to access the folder.  Not sure why the setting was not there when I sent it out.

Hi Steven,

Can you share access to the linked document? I’m sure it’s the one I’ve seen many times before but I’d like to check it out.

Thank you!

Reminder that this is on tonight's council agenda for approval.  It is now hybrid, meaning at least one councilor will be calling in.  It also means you can watch from home and call in your comments.

There is also these items of note:

Resolve 10-25/26 Expressing Support for the Casco Bay Trail Project - Sponsored by the Sustainability and Transportation Committee, Councilor Regina Phillips, Chair

Order 251-25/26 Approving the Casco Bay Trail Board of Supervisors Interlocal Agreement - Sponsored by the Sustainability and Transportation Committee, Councilor Regina Phillips, Chair

These items are separate on the agenda, but will be taken up together.

Order 241-25/26 Accepting and Appropriating a $90,000 Donation from the Portland Parks Conservancy for Traffic Calming in Payson Park - Sponsored by Danielle P. West, City Manager
