(I'm cross posting this to the OpenQM, MVDBMS, and ScarletDME lists to
get more eyeballs...)

I want to get some community input on this before I pull the trigger.

I want to take the existing "master" branch and move it to a
"32BitLegacy" branch, and then promote the current "dev" branch to
master (and then creating a new "dev" branch for ongoing development).

My reasoning is that the master branch should be for the most current
release version of ScarletDME, and currently it's a huge hill to climb
just to get it to compile, let alone run.  (due entirely to the required
32 bit environment support)  It's also dramatically behind in tweaks and
fixes that I don't think are worth the resources to apply to a code base
that isn't realistically usable in a "modern" environment.
