Posting for Andrew Keaveney who is not signed up to Ont-odes although he has tried to sign up. He was on a cruise ship when he saw and caught this individual yesterday (11 July). He speculated that it came "aboard" somewhere between Pelee Island and Point Pelee.
Also on the boat were several Blue Dashers.

I came across this Meadowhawk yesterday evening offshore Pelee. It appears to be a Blue-faced Meadowhawk.
